Remove deprecated EuiSuggest
component

This PR contains breaking changes. The opener of this pull request is asked to perform the following due diligence steps below, to assist EUI in our next Kibana upgrade:

- this isn't 1:1, but since the component isn't being used in Kibana, I'm not sure it matters (goal is to just demo the conditional quick select presumably)

👍 LGTM. I had one thought about the EuiSearchBar
example, but don't feel a change is warranted to ship.

I'm guessing this could be an EuiPopover
like the date picker next to the search bar in the example. I clicked it a few times wondering if there could be a saved search or two pre-added, but opted that no, it was unnecessary.
Mentioning it here more as "thinking out loud". I don't think we need to amend the example, just a thought process as I was reviewing the PR.

It's not meant to be functional AFAICT, it's simply meant to be a visual/layout example of Kibana's production usage (?)
This is definitely something that would move to a "Patterns" section in EUI+
