Remove deprecation warning for internal collection from the stack monitoring UI

We should remove the "Internal collection detected" warning in the stack monitoring UI that indicates internal monitoring will no longer be supported in 8.0.0.

Based on our recent discussions and decision wherein internal monitoring will continue to be supported at least the early part of 8.0 we would like to remove the nagging warning regarding "Internal collection detected" in the stack monitoring UI.

External monitoring with metricbeat (along with separate monitoring cluster) is still the recommended method for customers to use in the production environment as it provides better reliability when the production cluster is suspected to be under duress. It can also avoid extra data hop wherein data flows via the production cluster when monitoring stack components like kibana or logstash.

The urgency for the customers to move from internal monitoring to external metricbeat based monitoring is lessened somewhat for existing clusters and some customers may choose to wait and go directly to the Agent based data collection as it becomes available soon.

This is shown only in self-managed environment. We don't show this in ESS because users don't have any say in how the monitoring is setup in Cloud.

Do we have anything that covers where the warnings are present today?

If this is the only warning, this could be done as part of the Angular migration, as the only thing we would have to do is not migrate the code that shows this toast.

Yes @estermv, this is the popup I am talking about. Makes sense to do this as part of Angular migration work.
