Kibana version:
7.11+

Describe the bug:
When I create 2 layers with formatters and assign the second layer into a separate right axis, the formatting in the left is not respected. If I select to have the first layer in the left axis, then the formatting works fine

Steps to reproduce:

  1. Create a layer with Bytes formatter
  2. Create a second layer with Percent
  3. Change the settings of the second layer to be placed on a separate right axis
    image
  4. Check the chart
    image
  5. Left axis has no formatting
  6. Change the first layer settings to appear on a separate left axis
    image
  7. Formatting works fine now

Expected behavior:
This should work without setting a separate axis on the first layer, as the series is already placed in a separate axis
