[Lens] Percentile rank function

Similar to the percentile function there should be a percentile rank function

In the past we often have seen Percentile Ranks being one of the more complex aggregations for users to understand without explanation. If we plan to add this to Lens, I think we should try to check if there are any more usability friendly ways of exposing it, than simply putting a "Percentile Rank" operation into Lens :) I have no good solutions for that, but might still be worth some investigation.
