Extract fatal notification into a fatalError service. * Convert notify/lib tests to use Jest. * Add ToastNotifications, GlobalToastList, and documentation. * Remove notify.info method. * Add createFirstIndexPatternPrompt. * Update testSubjects.exists to accept a timeout argument. * Skip some flaky tests.
