This adds a 0.25s transition delay to the spinner. This is useful in a few places. For example, in discover w/ segmented loading the spinner would appear to flicker in and out, this fixes that. It also fixes the case where we're doing a simple get from elasticsearch and the spinner would flash for a moment.
This also removes the dimming of the discover chart, which just wasn't necessary
