When we skip, mind logging that we are because we're not running with a snapshot that includes the required shard_delay agg? Might come in useful in the future to people looking at the code or the logs.

Summary
The
shard_delayaggregation that these tests rely on is only available in snapshot builds. As a result, these tests fail in build candidate and release builds. This PR conditionally skips the test in these environments.Checklist
