Currently if someone blocks my device in E2E, i see UISIs. Instead, we should communicate to the user somehow that they have been blocked.

c.f. https://github.com/matrix-org/riot-web-rageshakes/issues/1993 as a great example of me chasing UISIs which turn out to be Giom having blocked me.
