Prepare for 0.11.0 release

[KodrAus]

There have been lots of API cleanups and documentation improvements since the last alpha release. Compared to 0.10.0, this is a complete rewrite with no common functionality between the existing project.

The Path to Stabilization

This release is like an RC for a 1.0.0 release of emit. The only reason we'll make breaking API changes now is if something critical was overlooked, or a bug is found that can only be fixed through breakage.
