Updated submodule to use my fork that enables using XC8-CC compiler. Replaced old example cmake files with new ones that provide proper compiler arguments.

Updated microchip-cmake to support static library creation. Created example "HAL" module to demonstrate static library creation.

This PR enables CLang compiler frontend for XC8 introduced in version 2.0.
