Add a .pre-commit-config.yaml file, as well as a workflow to run it every time. The pre-commit hooks in use are:
The .db files were also formatted with dbformat (https://gitlab.esss.lu.se/e3/dbformat), but the pre-commit hook has some issues and so is not included.
