Nudge user to ask for help when dependencies increase

Not all dependencies might be necessary, especially when you understand that a breaking change in one of your dependencies might lead to additional work on your part.

It would be nice to adjust the dependency-change.yml to nudge users to ask on Slack if anyone in the team can think of an alternate implementation that can reduce or eliminate a dependency.
