time.nist.gov does not response to ICMP which will cause VCenter <= 6.7 Update 1 to treat the server as invalid.

Google's time server responds to ICMP. Google is a suitable alternative to time.nist.gov because Anthos integrations are likely to have a relationship with Google services.

As per #119 this changes the default NTP server to avoid these issues.
