Release 6 draft documents into stable-v1 branches

On February 2nd, 2017, it has been agreed that the following documents should be marked as stable before the end on February:

• Institutions API
• Organizational Units API
• EWP Address Data Types
• EWP Phone Number Data Types
• EWP Academic Term Data Types
• EWP Abstract Contact Data Type

In February 10th, we have marked all those with a PENDING APPROVAL label and requested final comments from developers. A quote from the email sent to technical@erasmuswithoutpaper.eu mailing list:

We have switched the status to "PENDING APPROVAL" for 6 specifications
(2 APIs, and 4 common data types):

This is the final moment when backward-incompatible change proposals
from all developers can still be discussed. Once the specifications
become stable, we plan to include only non-breaking changes. (We
intend for "switching xmlns to stable-v1" to be the final
backward-incompatible change.)

We will begin migrating the schemas to `stable-v1` after Friday, 17th
of February. Please submit your comments now. Use respective GitHub
issue trackers for that. Remember that you can include other
developers (or entire teams) in the conversation with @mention tags.

We received no additional input, so we will now proceed with the migration.
