This adds basic support for peripheral interrupts on ESP32C3 and ESP32
In future I'd like to add a feature to place interrupt handlers (and trap vector) into RAM.
Also maybe add a proc-macro to define interrupt handlers.
For now, it works fine for me already. There are samples showing how to listen for a button press (using the boot button on the dev boards).
