cmd/evm: add support for signing transactions in the unprotected format #23937

Currently, there is no way for t8n to sign transactions aren't protected with chainId. This adds an optional value protected to the txWithKey object, so that when set to false the transaction will be signed using the Frontier signer's sighash format.
