CUDA 10 introduced the ability to import/represent external memory resources (and also synchronization mechanisms, see #445 ). We should support importing and mapping these.

So, this is resolved, but in a quick-and-dirty way, in the sense that the external resource descriptor - essentially a case class - is not properly wrapped.
