  1. Clean up Yarn detection and install code 

    * Remove the “‘yarn’ is not recognized as an internal or external
  command, ...” message on Windows
* Simplify the detection code: just run `yarn --version` – if it
  succeeds use `yarn`, if it fails use `npm`.
