Motivation
This PR fixes one of the root causes of #5020 (See Demo 2)
Some anchor links are specified with the incorrect target, so this PR fixes these incorrect links

Test Plan
Manual testing using local dev server. We won't be able to use the netlify preview to test this because all cross-page anchor links are failing due to another root cause (see #5020).
