Upgrade RN CLI to v8.0.3

Summary

Upgrades the React Native CLI to v8.0.3 which should fix issues reported in reactwg/react-native-releases#23 (comment). I'm still waiting for some 3rd person to verify it works and doesn't break other functionality uncaught by our own tests.

Pointing directly to 0.69-stable branch.
