Revert recent hydration changes (#25812)

We're reverting the stack of changes that this code belongs to in order to unblock the sync to Meta's internal codebase. We will attempt to re-land once the sync is unblocked. I have not yet verified that this fixes the error that were reported internally. I will do that before landing. DiffTrain build for `d807eb52cfd999cfbcb19078a75b15f844e409bb`
