Remove unused ingestion deps

What this PR does / why we need it:

Remove unused deps from Ingestion module, for the usual reasons of Good Housekeeping.

My path to this:

• We were notified by vulnerability scanning about a hibernate-validator CVE (though it doesn't relate to library functionality Feast has used)
• Turns out that was addressed for master by upgrade in Bump hibernate-validator from 6.0.13.Final to 6.1.0.Final in /ingestion #421, backported to v0.4 in Fix branch inconsistency #472
• I wanted to backport it to v0.3 to quell our vulnerability warning
• Upon inspection, javax.validation is no longer used anywhere in Feast, there is no need for its API nor hibernate-validator as implementation.

We're getting to the point of running some e2e tests on our infra—sans Prow and sans Google Cloud-dependent tests—so hopefully we can pitch in to ones that bite us.
