Add date constraints to help clarify the availability of data across time

What we're after

For datasets that do not extend very far back in time, we should like to add constraints. For example, national party account data only goes as far back as the 2013-2014 election cycle/two-year period. However, the two-year period dropdown goes all the way back to the 70s. We would only like to show those years that are relevant to the data set.

• Cycle selector, can we add a parameter to limit available min-year?
