Temporarily revert commit be591b5 while we wait for python-nanobind to reach stable in all supported Fedora versions.
We decided to not build MLIR on Fedora 40, which means that nanobind is not necessary in this release of Fedora.

I've just added an extra commit in order to avoid errors on Fedora 40. |
python3-nanobind-devel exists in rawhide already so we'll use it from there.
