Update deploy to use OCI as distribution mechanism

Also includes:
  - Bumping spin crates to v1.5.0
  - Removing bindle-related code
  - Sanitizing app name and version per OCI reference restrictions
  - Setting SPIN_OCI_SKIP_INLINED_FILES to ensure empty/small files are inlined
