Transplant some useful commands to lotus-shed actor

Transplant some useful commands from lotus-miner actor to lotus-shed actor,
so that you can excute them without miner api.

lotus-shed actor withdraw will report an error "lotus-shed/main.go:116 failed to load miner actor: actor not found", I think it should be related to the code here
