Packer publish copy orb

Fix issues related to timeouts, such as this one: https://app.circleci.com/pipelines/github/filecoin-project/lotus/20333/workflows/2abedb1c-9230-4032-95cf-3a4f41c4b3f8/jobs/422469/steps

This copies the source of the packer orb into our config https://circleci.com/developer/orbs/orb/salaxander/packer

and updates the build command so it includes the option to increase the no-output timeout.
