This commit bundles several improvements for CI - Change MacOS resource class: move to a different MacOS resource class as the current one is deprecated. - A new cache is used as the old one was broken for some PRs - Use the CircleCI stock Rust image instead of a custom Docker image - Make the saved cached a bit smaller via a garbage collected registry
