The specific error comes from gajus/eslint-plugin-flowtype#513, whose fix isn't released yet. But even after this fix we have another similar error with the other package.
So I also filed gajus/eslint-plugin-flowtype#516. So let's keep this PR open for now until we know if we need to install this package explicitely.

They don't seem to release a new version, and they don't want to use a transitive dependency, so I moved forward and added the dev dependency @babel/plugin-transform-react-jsx. In the future we may change this to just the @babel/plugin-syntax-jsx once they get the release out.
