We weren't syncing that for ages and we are not running those tests, so drop the directory altogether.

Bump EAPI 6 ebuilds to 8 and drop obsolete eclasses
This succeeds #2248 and takes a couple of commits from it. Gentoo has all but culled EAPI 6, and we should do the same, as some eclasses used by these ebuilds are no longer maintained.
This drops the eclass tests, as they hadn't been synced in a long time, and we are not running them.
How to use
Nothing to use, just build these packages.
Testing done
I manually built these packages to check for success and any changes. The Jenkins sdk job passed. There are notable amd64 image changes. The OEM gce sysext is 24MB smaller, but this is expected due to the removal of setuptools and its dependencies. I am fairly certain from grepping the google-compute-engine sources that this is not required at runtime.
.pycfiles for this package now appear in the sysext, but this is also expected now that it is installed with the proper eclass.changelog/directory (user-facing change, bug fix, security fix, update) -- N/A/bootand/usrsize, packages, list files for any missing binaries, kernel modules, config files, kernel modules, etc.
