Remove deprecated TypeMatcher class

Description

This removes the deprecated TypeMatcher class that has reached the EOL .
This was used in deprecated methods in the BuildContext, Element, and StatefulElement classes that are also being removed.
These uses are being removed in the following PRs, and will need to land first:

#72903
#69620
