rngtest ripped out of rng-tools (debian git repo) and modified to build on 
FreeBSD by Waitman Gobble <waitman@waitman.net> 2013-07-19

*note* needs devel/argp-standalone from ports

this builds librngd.a and links to rngtest, but it does not install 
the the librngd library anywhere separately.
