Rather than querying the db for jobs to delete, query the db for jobs to _keep_

Rather than querying the db for job cmd-logs to delete, query the db for job cmd-logs to keep.
Then delete everything else. This successfully deletes any old log hanging around on disk without a corresponding job in the db.
