Allow the default-config to honor translations by using $[gt.string] in the menus (this also matches examples in the manual page). Note, this just adds the ability to translate the default configuration, currently only a few of the menu items actually have translations.
Make more use of $[gt.string] in fvwm-menu-desktop to translate error messages when menu fails to build. Note, this only adds the ability to translate, translations may still need to be updated.
Allow the default-config scripts to use Gettext with LocaleTitle to allow translations to be made for the default-config interface.
Fix the make targets to create the translation template files and to update translations. Provide a set of instructions for translators with information about how to create, update, and build translations. Add the default-config files to the list of files to be translated.
Used 'make fvwm.LL_CC.po-update FvwmScript.LL_CC.po-update' to update the templates with the current strings to be translated.

Update translations tools focusing around being able to create translations for the default-config. This creates the ability for translators to create translations, but doesn't provide any new translations, so most things are not translated at the moment.
