Remove duplicate geerlingguy.drupal handler in favor of consolidating interstitial steps into a role

Summary

Move the tasks in extras.yml and www.yml into a separate role (or roles if it's cleaner that way) so we can also add the geerlingguy.drupal role into the normal roles section of the playbook, thus avoiding having to duplicate that role's clear opcache handler.

I'm not sure if I'll get time to work on this or not pre-Drupalcon, but if possible, I'd like to get this done prior to tagging a new release.
