The attenuation model developed by Zafarani et al. (2018) for Iran including horizontal component and V/H ratio.

The attenuation model developed by Zafarani et. al 2018 for both horizontal and vertical components is added to the engine.
This model is developed for Iran.
The changes made are:
1- A gsim library of "zafarani_2018" is added to openquake\hazardlib\gsim
2- A test file of "zafarani_2018_test.py" is added to openquake\hazardlib\tests\gsim
3- The verification tables of "zafarani_2018" is added to openquake\hazardlib\tests\gsim\data\Za18. The verification is done
using a calculation excel file confirmed by the authors.
4- The "openquake.hazardlib.gsim.rst" file is modified so that it includes "zafarani_2018".
