Need test data for a github actions CI test

[rileyhales]

• ERA5 data for about 10 days
• Weight table for about 10 subbasins
• comid_lat_lon_z file and/or rivbasid file for those 10 subbasins
• A correct inflow file
• github actions script and workflow yml that will generate an inflow file based on the latest version of the code and assert that all parts of the inflow file perfectly match the correct answer
• organize the test data in a tests directory
