Jenkins CI tests don't use GPUs yet. This PR enables use of GPUs by using a different docker image.
PR needs to be force merged for changes to take effect because Jenkins pulls the Docker setup file from the latest merged commit. Successful Jenkins job using GPUs: https://ada-00.cc.gatech.edu/jenkins/job/kravicha3%20-%20Test%20Jenkins%20CI%20EVA/38/
