Rename Web-Map-Custom-Element -> MapML.js. Update links to docs.

The MapML polyfill has been renamed to "MapML.js", and usages of the term Web-Map-Custom-Element to refer to it must be removed.

Checklist

• Each commit has a single objective (if there are multiple commits, each has a separate JIRA ticket describing its goal).
