follow this procedrue to replicate the issue:

  1. open the MetadataModal
  2. change a permission group
  3. save

Now you have to click 2 times on the wrench icon in order to open the Modal

I found another bug.
If all groups of a map have only the can view permission the wrench and delete icon should not be visible
this bug is fixed with #1023 but not the double click bug
