LibXML2 + XMLLint 1.41 (based on LibXML2 2.9.12)

RISC OS Release 1.41 of LibXML2 + XMLLint

RISC OS specific features of this port:

• Throwback is available with the --throwback option for errors and warnings generated by the linting process.
• Defaults to URL format filenames, but native RISC OS filenames supported with --native
• Catalogs are found through the XML$CatalogFiles, or SGML$CatalogFiles variables, which contain a space separated list of catalog files.

Changes and bug fixes from 1.40:

• More testing performed to confirm it works.
• Catalogs now function properly.
• Output to file during lint now works correctly.
• Documentation updated to reflect all the command line options.
• New --native command line option, to match xsltproc tool.
