For entities, it is possible to filter the OData feed, but not the CSV download. In contrast, for submissions, it is possible to filter both. This issue is to add the ability to filter the entities CSV download using the OData $filter query parameter. Only Backend needs to change. We will use this functionality in #503.

@sadiqkhoja, I think you said you were interested in working on this, so I'll go ahead and assign it to you. We'll need this in place in order for the QA team to verify #503.
