replay(feat): Let the user scroll the network tab to reveal a specific row #48084

The new button to make things scroll, it looks like this:

Also note that I had to make the text truncation happen on the other side (dots are on the left now) for values in this table. This impacts the Replay>Tags tab, but I don't think it's harmful.

With tips from bvaughn/react-virtualized#1170

Depends on #48073
