- remove `PrivateCapabilities::CAN_DISABLE_DRAW_BUFFER` as it's equivalent to `DownlevelFlags::INDEPENDENT_BLEND`
- fix order of args given to `enable_draw_buffer` & `disable_draw_buffer` (grovesNL/glow#10)
