Feature request: support Dokuwiki "Template Style Setting (conf/tpl/_name_/style.ini)"

Steps to Reproduce

Use the internal styling customizaion (Template Style Setting) from dokuwiki

Expected behavior: Change the Template Colors with the internal tool instead of placing it in the conf/userstyle.css

Actual behavior: Correct file will be written (conf/tpl/bootstrap3/style.ini) but it look like the theme doesn't support to include this file.

My aproach would be to copy the boostrap3 template to different names, using the "LoadSkin Plugin" (if you edit the conf file directly the switch is working) to use the three different bootstrap3 templates for my different namespaces and can change the color for each template vie the "Template Style Setting"
