One of the Debug artifact upload checks got stuck because of a super slow runner. I cancelled it and deleted the partial artifact then re-ran, but now the step that downloads the artifacts and checks them fails with a 404 because apparently the partial artifact is still there somewhere but can't be downloaded. I don't know how to resolve this, I'm pretty sure it doesn't indicate anything actually being broken, and everything else is passing so I'm going to force merge this.
