Because we export CFLAGS in our scripts, tools-make does not use the default -g -O2 usually returned by Autoconf and sources to be built without optimizations.

Don't override OPTFLAG to fix missing debug info and other flags

Due to us setting OPTFLAG we were overriding the flags we set via CFLAGS for projects using gnustep-make, which meant no -g or other flags we set.

Actually fixes #18.
