Backport go-gitea#15519 It is possible that tag commits could be deleted or missing from repos. This causes migration 156 to fail and breaks upgrade. This PR simply logs the failure. Signed-off-by: Andrew Thornton <art27@cantab.net> Co-authored-by: 6543 <6543@obermui.de>
