Salvage of #8701, making the discussed/requested changes, using godotengine/godot-website#777 as reference.

  1. I renamed the Unofficial Godot Forum to Community Forum, like in the above PR for the website
  2. I moved both forums to a forum section
  3. I also folded the Rocketchat, IRC and Other Chats sections into a single Chats section

I kept the note about IRC not being very active.

As always, feedback welcome!

Supersedes #8701.

Updated to add Itch.io next to Steam after feedback on RC, also moved the outgoing link to the language communities page to the bottom.
