Issue description

#5073 was closed despite the keep_screen_on project setting not being implemented for Windows.

Steps to reproduce

Search for keep_screen_on in the source code - there is no relevant code in display_server_windows.cpp to retrieve the project setting.

screen_set_keep_on and screen_is_kept_on are stub implementations.
